No BB10 is based on QNX, it has an Android 4 emulator, but that has no "control" over the base QNX operating system. If you wanted to tweak some of the Android Emulator settings, that was possible with some Android Utilities. But that didn't affect the base OS, and certainly wouldn't get you root access. Now from a security standpoint... I'm sure some Android vulnerabilities might allow you access to data that the Android "Runtime" already had access to. Oh, and it will have to be someone in Canada, Europe or other countries that still have 3g functioning for some time to come. Unihertz Titan is a Passport Clone... it's bootloader is unlocked, but getting drivers was an issue. Someone had a custom ROM think it was LineageOS installed, but it wasn't good enough to use as a daily driver. Keep waiting to see if someone with the skill is willing to put the work into making a compatible ROM for the Unihertz PKB phones. But at least their phones have a "mostly" current version of Android on them. Originally it was going to be just pop in a new storage chip, flash it with Android 9 and bam you have a Passport with Android. Of course it was going to be a costly process and he was suggesting upgrading the RAM and replacing the battery at the same time. So Passport owner were going to need to cough up around $400 for this "upgrade" some BB10 owners didn't view replacing BB10 as an upgrade. He never showed he could do it.... and later moved on to the idea of replacing all the "guts" of the Passport. Likly the best move as the Passports hardware is rather long in tooth and not really supported in the USA at this point. But he ran into the dead-end of minim orders of five to ten thousand units, and huge up front costs that clearly wasn't practical for the hundred or so that voted in his poll. I don't know if he is still working on it are not. He has several social media accounts that have remained quite on the subject. I don't know if his one recent post was a sign he was starting up again, or just looking to unload a bunch of Passports he had purchased in hope of carrying out his dream. And certainly nothing showing a devices running through Android 9 as was his stated goal, opening app or going to Google Play. Folks here including me has gotten pretty tough on him... but this has been going on for a year and half. At some point you have to show your cards... For sure a Passport could run Android really old version as BlackBerry did it on several test units... in the end there were too many issues.
